If the ECU is getting power then the only thing that would prevent you from getting spark / fuel will be the CPS

Well let me give a bit more info. The guy I bought the motor from helps run a local car club everything else he had told me was legit so I didn't really question much. When he showed me the ECU he had it open, he showed me the the Turner chip then sealed the ECU back up. The Ad had read, red label 413 with turner chip. Well I popped it all together without giving it a second thought. Turns out this is a silver label (to which when i contacted him he insisted it was red label, the case and chip prove otherwise though.) So I ordered a new Turner chip with the EWS delete and the list of mods this motor has. Now the fuel pump primes when I go into key on however the motor still doesn't try to start. How do you check a coil pack for spark without frying the coil? This is why cars with distributors are so much more fun haha.

Pull the coil and stick a screw driver in the boot and have a friend get the shaft of the screw driver close to some metal if it arcs then you have spark

So the coil pack doesn't need to be grounded?

Alternately, you can pull the injector electrical harness and use a test light to see if there is a pulse.

So just pulled the coil and I'm not getting spark. Also was recommended to pay attention to the tach and thats not moving as I'm cranking. Is it possible I'm not getting my CPS reading? How can I make sure I have the correct plug in the harness?

Did you wire the engine harness yourself? The crank position sensor should have a single yellow wire in it on the harness side, if you pull the rubber boot back.

Pulling the rubber boot back it appears to have a green wrap on the wire, I cant see the actual wire inside.

                      Update

So I ended up at a pull a part found a silver label 413 just like mine and plugged it in. Still no fire and I noticed the idle control wasn't buzzing anymore. So I pugged the old ECU in and actually had the same thing no ICV. So i popped out the EWS delete chip and put the old turner chip in with out the EWS delete and now I can hear the idle control valve buzzing but no fuel pump?

Anyone care to weigh in with thought of what to check in regards to wiring? Or could this be the chip?

Can you get your hands on an unmolested 413 Red Label? That will rule out the DME issues.

I'm attempting to find one, couldn't find one in the yards last week and I have a lead with one on craigslist just waiting on the guy to confirm. In the mean time I contacted turner and they shipped a new chip out to arrive today. Hoping this fixes the issue.

I just find it odd the old chip with out the EWS delete gave me the check engine light and ICV with no fuel pump, which makes sense. And the new chip exactly the same just EWS delete but I don't get the CEL or ICV. Doesn't that mean it would have to be the chip?

So I got the new chip with the same results. I pulled the illusive pin 66 with no change also. Anyone have anything!? I'm ripping my hair out over this. What would cause the CEL and ICV not to kick in but the fuel pump to come on with this EWS delete chip and the opposite with the NON EWS delete chip?.

Try the usual 24V swap CPS... The fuel pump, coils, and injectors won't fire if the ECU doesn't sense the trigger wheel pulse
