So to clarify, The car starts up fine. will idle and drive fine and all of a sudden I will not get any milage what so ever and It starts to miss. If I keep driving it, it'll end that loop and everything will work. It just goes through periods of running like garbage and then it'll be fine.

If the vacuum line going to the tank is capped off then how is air supposed to get into the tank? As your fuel pump is pumping gas out, air needs to get in.
Take the cap off of that line and put a small air filter on it.

I'll have to post a picture when I get off of work. There are 3 nipples on my throttle body. I think the vacuum line to the tank is just there. (No filter on )Comment

OBD 1 or 2 throttle body? There is only 1 vacuum port on there.
The other 2 are for the throttle body heater and don't need to be capped or looped.

OBD 1, Oh okay. that's it. when doing the swap a buddy who helped looped them... so yeah, vacuum is capped off. and the vent is open with no filter going to the tank.Comment
