HELP obd2 m52 e30 not starting

I have an obd2 m52 swapped e30 that will not even turn over. I have tried redoing my wiring and am 95% sure that it's right. The ecu has the immobilizer flashed from it and is confirmed working I tested in another 328 e36 (not the original car) and it starts up. When I try to turn it over there's a humming and click from the drivers side engine bay around the throttle body im guessing it's the main relay. I'm have no other ideas and if anyone has any suggestions that would be awesome

The fuel pump primes as well so could it be my starter not hooked up properly?
