Help me, I found rust !

Underneath my rear bumper on the passenger side just to the right of the tow hook on my 1989 325i. It's a pretty bad patch that has rusted from the inside out. Does that whole bottom section come off?
I want the rust gone, but I need to do it as inexpensively as possible.
    Suggestions?

      Thanks for the quick reply.
So is this OEM valence screwed on somehow or is it welded on?
How do I get the old one off?

I am talking about the rear valence. Is that piece and the bumper all one piece?

it's part of the body, to replace it requires cutting and welding.

So anyone got a spare rear valence they can cut up? I need the piece from just right of the tow hook over to just left of where the battery vent hole is.
                Thanks for the information guys.

if you've got rust there, i'm afraid it's in a lot of other places.
