I hate it too. It actually makes the E30's look older and its just such a crappy style, just like the Kamei body kits.

Its made for the older pre facelift euros. I have a BMW accesorry book from circa 1986 and it was a dealer option. years ago, they were everywhere here in germany, but now I am lucky if I ever see the old chrome bumper cars at all anymore.
