Patching up a minor rust spot

I have a rust spot at the corner of my drivers door and its about a bit bigger than a quarter in size. My paint is pretty damn good so it makes me angry that it's there, its a bubbling surface rust, not structural at all. My plan is to mask off the entire side of the car minus the spot, and mask around it in a circle. I'm going to wire wheel it down to the metal and sand it to about 600 grit and get some aerosol paint from paintscratch.
    I have a few questions
    1) should I just buy basecoat or do I buy clear coat as well?
    2) To make it "blend" into the original paint, I would have to wet sand the two paints together to blend them into each other, correct?

Sounds right to me. You will need clear coat, yes.
