What do you think repairing this floor rust is worth / should cost?

Heat shield stud rusted through, looks to have not spread:



Discovered this upon pulling the carpet, the worst of it:



Looks like maybe the heat shield had something to do with it.

I could DIY this if I had the time and tools, but I do not. A local fabricator found via craigslist ballpark'd it at $400. Seems very high considering it's small stuff and won't be seen. But, I know the success of the repair requires skill so I'm not sure I want to try to haggle. Suggestions? I'm in central MA if anyone wants to take on the job :)

if you haggle him, he will just do a shittier job. Find a friend with a welder?

To do it nice and right to stop the rust, I'd probably charge around 400 because you may not see much but There's always more
