Repainting bare metal spots in engine bay - how do I do this properly?

Hey guys, there's some flaking paint/surface rust under my brake booster on the frame rail that I need to touch up. I don't know ANYTHING about paint or painting. How do I paint this area so that it's protected properly, and won't just peel off and start rusting? I've done some research on this but I'm still pretty lost. Tell me if I have this right.

1 ) Remove loose paint and rust with wire wheel
2 ) Clean metal with... alcohol? Something else? Or is it not necessary?
    3 ) Self etching primer
4 ) Sand? Do I need to or can I spray the next coat right on top? This is kind of a hard area to sand, so I'd rather not have to.
5 ) Different kind of primer. What kind? Epoxy primer? How many coats?
    6 ) Sand again?
    7 ) Paint.
8 ) Undercoat? Part of the affected area is where the Control arm lollipop bolts to the frame rail, and it looks like it has a layer of something on it. Not sure if it's undercoat or rock guard or what.

And how about paint brands? I'm thinking SEM or Eastwood? I've read that all the products should be the same brand. True?
