I'd start by murdering a couple clay bars on it to get the paint clean, then move on to a rotary buffer with a heavy cut and see how that looks.... move on from there as appropriate.
That looks pretty damn awful though. You'll make it look better but never really good....
It looks like the fender has already been buffed clean through.

I want to say the PO switched hoods between me the day i looked at it and the day i bought it.. For whatever reason looking back. And thanks i'll try the claybar , i can hardly look at the front its so god-awful
That's really shitty. If it's single stage Alpine White I it should be able to be brought back. If it's Alpine White II, it's clear coated and you might be SOL.

try some compound on a section by hand and see how it comes out
Already tried, it works very minimally thats when i took the pic of some of the reflectiveness. I'll get a buffer with low-cut compound and clay it before
