    Do Euro plates have the holes spaced the same as US plates to mount?

        They don't have holes at all, you need a frame for them.

          They plates themselves have no holes but when you buy a plate prame(holder) the screw holes are in the right location. No drilling required.

            You can drill them to be super euro.
