Not 100% sure what the challenge is, but assuming you are releasing that gear catch and its just binding, I use carb cleaner to get the junk out then some light lubricant. Note..do not get carb cleaner on your seat fabric\leather.
Bottom line is its likely just gummed up.

I cleaned it pretty well and just wouldn't move unless I used a flat head screw driver. Caught my hand multiple times got pissed and gave up I will try the carb cleaner if I pull the seats out again.
I haven't run into that problem..sounds like it's just stiff from non use. Penetrating lube and work the mech to free it up. see if that helps. Otherwise....replace the seat frame bottom.
