You only need ONE of those thick spacers behind the wheel, the other goes on AFTER the hub is mounted as Barry mentioned. You also need to take that white plastic nub out that's shown in your second pic. Pull it straight out with a set of pliers.
Does momo make a hub that fits a airbag car?

that white pawl in the upper left of picture #2 needs to be removed as well IIRC1991 318is --- currently not road worthy
