Do i need to remove dash to replace bulb for climate control?

It looks the dash is wrapped around the trim for the climate control console. I tried to access from the side thru the glove box but i can't see the bulb.

no just the hvac panel has to be removed

there are 2 small bulbs

Do I need to remove this panel if I only need to replace the bulb on the right side?
