I used vinyl/fabric dye out of a spray can. I have dyed a couple and its always looked 10 times better and never comes off as long as you let it dry overnight.
FYI, spray can "dyes" are actually just paint. A real leather die like Fiebings will look better and last a lot longer. However, it is a significant amount more work to use leather dye over the spray can stuff.

My experience was that applying the VHT leather dye (spray can) to a throroughly cleaned and de-greased leather steering wheel, the color still flaked off a year later.

Maybe replace the leather? Check out Alan Gun Leather. I bought a replacement skin from him for my standard sport steering wheel. Although getting it took a very long time, it is really nice and was worth the effort.
