I know there are the three plastic screws that fit on the leading edge, but what's used to hold it in on the bottom, right behind the steering wheel cover?

Originally, it was a longer quarter turn screw, like a bigger version of the ones that hold the top. Then BMW changed it over the years. Now places will just recommend the fastener for the headlight panels. These are readily available, you can turn them by hand and work great. Don't forget the panel slides into the clip on the steering column AND the clips on the firewall.
