Slow seatbelts

My seatbelts are a little slow in retracting. I think they are dirty inside.

Can they be disassembled safely, to clean?

I doubt it, but haven't tried. Perhaps try cleaning the entire length of belt and then lightly lubing it with something that will not damage the webbing, maybe something like pledge or maybe talcum powder if completely dried.
