rear license plate light dont work

I checked all the fuses, made sure the headlight switch was pulled all the way out, checked the bulbs with a meter thing and they're good, and checked for voltage across the positive and negative terminals for the bulbs. I dont have any voltage for the bulbs. Also, every other exterior light looks like its working properly.

Where should i check next? the check relay?

also, my car seems to be eating a World Wide alternator every year if that helps anything.

Pull the carpet from inside the boot and check wiring, that is where I'd go after doing all the things you have already done.

Check continuity from the rear license plate light harness connections the short distance to the light bulb spring clips. You can do this with the fixture removed from the vehicle. Mine needed solder near the wire harness connectors to get power to the lamp. My wires were not the problem.
