how to open up the fuse box (not the clear cover)

I'm trying to open my 318 fuse box because i need to check under fuse 21. also before checking fuse 21 the previous owner replace it with a different fuse number 10. it was suppose to be fuse 7.5, can that cause any problem?
Bought parts from me before? leave your feedback here

Isn't this the A/c fuse? I believe there is a screw that holds the top panel to the box. It should come off relatively easy. I had to do this to the same fuse and soder a wire underneath of it because I couldn't get a steady 12v's at the fuse connection.

After this comment, IMO, you should take your car to an auto electrician.
