So my fuel pump isn't getting power. neither is the fuse, So next is checking the relay right. Where is that located?

did you check your cps ? -
Start by checking power and signal at the main relay: it is the furthest forward of the 3 on the shock tower (m20 assumed).
The main relay feeds the DME and the fuel pump relay

OK, so you have the same relay setup, but the group of 3 is under the wire covers
