Temp shows 22 degrees but I know its a bad temp sensor. AVG MPH and MPG sit at the same number and it won't change. Should I just buy a new OBC? or is it just sensors?

Have you tried holding "set-res" while on AVE MPH and MPG? Usually if the OBC hasn't been reset and has been reading those outputs for a while, you won't have any fluctuations. It's why I usually reset both of them in between fill-ups.
Now.. If they read -22, you've got a problem. SI-board working correctly? MPG gauge on your tach working as well? If so, you just need to press and hold "SET-RES". Remember, they read AVERAGES, so the longer you haven't reset them, the longer it takes for readings to fluctuate and actually change
The -22* is simply the outside temp-sensor. This is easily found in the driver side bumper compartment; usually located on the brake cooling duct on late model cars
