How do I test a tacho from a E30 out if the car? I don't have a working E30 to stick it in and the testing fee costs more than it is worth.

The tacho is driven by the SI board. You will need to feed the SI board power, ground, ignition, and a simulated engine speed signal as well as a simulated fuel consumption signal.
To accomplish this, you will have to be very good with electronics and electrical signal manipulation.
