Rocker shaft Head Seals Dont Fit?

My head was recently rebuilt, and I've put it back on the engine now. That said, the ocker shaft seals on the front of the head dont slide of the way, and sit proud about 1/8 inch (seem to be stopped by the rocker shaft end). See picture below-
So the questions are - Anybody run into this before? Are the seals different for each side of the head? How to fix? I suspect ya'll are going to tell me to loosen the rockers and push the shaft in further... Click image for larger version

From the pictures it appears that the seals passed the shafts, check if they sit completely on their head shells if yes then they are ok the valve cover will press them down i guess. What about the rear one? If they slide ok try switching rear with front and see, also the front shafts lock seems bent try to swich the front shafts lock with the rear and see.

    Good luck.

Yeah, Ive switched them around and they slide in fine on the rear. On the front, the rubber is bent since the rocker shaft is pushing into it and the seal is not all the way down since there isnt enough clearance.
