    I found it in my 1990 Accessories Catalog:

    Decor Panel P/N 82129401143

    Create a new look for the back of your 3-Series BMW with a distinctive decor panel that installs between taillights. (Not available for convertible or M3)

      Luke (that old stereo guy) has one, i think he put it on his womans car, he painted it black though. now its a super custom plate filler!

            I guess i'll add this picture up. It is one for an early model. From what i gather, Kamei or Hella made them. Yes it does look like

                            Finally got one. Trimmed some excess off the bottom, painted them to match the tails. (they look a different shade, but its just the angle)
