has no EMS (a important part of any "kit") and there is no way in hell you're getting 390hp out of that kit. probably 220 before your engine grenades from not being tuned or some other part of it fails..

My take on the whole thing:
First off, the people who have actually bought the ebay turbo kit have had moderate success with it. Of course some of it is shit, and if you install it all there is almost certainly going to be a thing or two that doesn't work as it should, and will need to be replaced.
Second off, calling it a "kit" is pretty misleading. It's essentially a collection of cheapy ebay turbo shit that is available anywhere. The only thing that is actually m20 specific is the manifold, everything else is just generic ebay stuff. Really all they have done for you is lump it all together in one package and saved you a little bit of money on shipping.
Assuming you do go with the kit, here is what you will need that is not included:
So really, on top of the $1k you are paying for the kit, you're looking at minimum $2k to actually have the car driving on the road with a bottom-of-the-barrel setup. If you swap out a few critical parts from the kit with actual quality parts (turbo and wastegate especially), then you could actually have a decent setup for around $3k.
