You'll need a socket set and a torque wrench. Don't see how a turbo would be good to use to rebuild an engine...
For all things 24v, check out Markert Motorworks!

The truth is there are some things with e30s you can half ass and do on a budget, for example you can get budget jom coilovers and some cheap wheels and post your car on stance works and get some ohhhs and ahhhhs for a few hundred bucks, but turbos require many many components, most of which either have to be bought new or custom fabricated. I am building my turbo car in the absolute cheapest way possible in which things are actually done correctly and there is no way it's gonna cost less then 3k at the end of the day, which is rough when your 18 and you have 6k into the car already, have no job, and your in college lol.

That was prolly a run on, I'm on my iphone

What everyone is saying about twice as expensive and three times difficult to get it right....

Let's just say I blew up about 6 m20s before I figured it out. All my own, no one else's. Such a pain in the ass I said all my hard work should go to a good cause; So I started selling turbo kits for 1/2 the price it cost me to acquire the correct parts in the first place, effectively saving a customer 1/2 of his money better spent on tuning and having fun slideways, rather than replacing broken pistons and bent rods.

The only way to budget a turbo e30 is to buy second hand parts, fab everything and have some really good friends with a lot of turbo experience and parts.(like me) or O wait, that's the only way. My "budget" build cost me about $700, when it should have cost $500.
My suggestion, READ, Read, Read. Then get some parts and read some more. Be %100 positive of what you are going to do to your engine, and make sure you have every part on the bench before you take that first bolt off.
                        Good luck, get BOOST....
