i finally got my rad in and finished up my motor heat and all that work great no overheating , now i noticed my blow off valve wouldn't go off at all no matter what , so i thought u know what probably my waste-gate took it apart put a 12psi spring its a 38mm waste-gate dont know the brand but its brand new im gonna test it tom with my air compressor , now what im thinking is it might be my inter-cooler it has a small dent on one of the sides which isnt to bad how would i test it , and if not the other thing iv noticed i did wrong was i have about 5 vaccum lines running to those 2 small holes on the intake could the one for the waste-gate be to small and not giving it the right pressure , im basically not boosting and the gauge shows no boost instead sits at the 0 i hit the gas hit 5000 rpm it goes down to 25 psi instead of up telling me im hitting boost , other problem is the intercooler has reducers for the pipe i might have the pipe to far in could that cause anything or thanks

intercooler was bought banged up a bit off some guys s13
i just remembered i also had the 1 brake booster vaccum line hole unplugged but i plugged the rest could that be my issue the hole is letting most of the air escape before it hits the manifold
also i have about 5 vacuum lines running to the 2 vacuum lines on the intake manifold which im thinking is way to small

I had this same problem on my setup.
Pull the pipe off your throttle body and duct-tape a can lid or something over the hole so it is air tight and closed. Now pull the pipe off your turbo and do the same thing.
Using an air compressor blow into one of the holes slowly~ your bov should open when your charge pipes are pressurized to 20 or so psi or whatever it is set at. You can hear all the leaks under that when it is closed and fix them.
If they leak down really slowly it is fine, but if there is a giant woosh coming out of a hole in your intercooler you might want to fix that.

here is a video of it running runs smooth and strong just wont hit boost at all , honestly no clue what waste-gate im looking for a named brand one atm to go buy all i know is it has a 12psi spring and it was brand new 38mm , but the only hole i see is the second brake booster hole ill patch and see if that can cause that bad of a leak im getting no boost at all,
