p/o drove this car home from the port when it was imported

Noticed my ICV setup was rtoated 180 degrees and there is an extra ICV plug... any ideas why this would be this way? My assumption was a shop the p/o did it and didnt have the right hoses but that seems way more complicated wiring in a new icv hose then just waiting for new parts

ICV orientation looks normal from when I had my M10.... I believe the other plug goes to a solenoid valve for vacuum advance. It usually sets on the rear firewall cover (below wipers). -
