Funny looking thing in fuel return line

There is a funny looking thing. Plumbed in line in the fuel return line after the pressure regulator. I can't figure out how to post a pic but I have one taken of it I can email.

My question is what does it do and is it needed for a race car.

If its #17 its a pulse damper and you dont need it.

I just pulled that drawing to show the damper and these configurations vary but the damper is on the supply side.
