What Do You Get for Fuel Mileage?

I think something's wrong here. For some reason, I get 21.6 MPG combined. This doesn't seem right, as when my dad drove it he did much better. Also, cold starts are not its specialty, so to speak. Basically, it idles at 1700 and seems to "hit a wall" at 3500-4000 until it has reached around 1/4 on the temp gauge. After that, it idles at 1000 and goes all the way through the rev range.

It has 1 modification, a 325e throttle body. This was done due to me being unable to find a leak-free M10 tb a week before I had to go through MARTA (TN emission test).

Am I getting what I should? Does my cold start issue have something to do with it?
    Thanks in advance

I have had both those symptoms in my M10. After checking for intake leaks and not getting my ICV to behave I put a $3 HF C clamp on the hose going in to the ICV and set my idle that way.

I solved my rev issue by taking the valve clearances down to .008

Before the valve adjustment I got 20-24. After it improved by 10%

I think I got about 24 combined with L-Jet. I think about 28-30 on the highway, but I could be making that up.
