It does turn over, it just doesn't start. If it is flooded/rich, giving it gas while trying to start it like you are doing in the video will only make it worse. The picture you posted doesn't look like a totally fouled plug. If you shut it off when it was running super rich as you described, and especially if the motor was still cold, hen it would be expected for the plugs to be black.
