Idle Control Valve (ICV) does not change RPM when I unplug it

When I unplug the ICV I read in the Bentley manual that the RPM is supposed to increase to 2k RPM.

My RPM however does not change at all when I unplug it. When I unplug it my RPM stays exactly the same and I hear no audio difference when I unplug it. Now, when I plug it back in I do hear the whirl of the engine increasing but the RPM still stays the same.

Also, I did a leak test and no leaks. I also sprayed the inside with Carb cleaner recently

Final note, the ICV does vibrate and buzz when I just turn the ignition to on

Anybody have any thoughts on what is wrong and why my RPM does not change no matter if I have the ICV plugged in or not?

icv has probably had it. do you have an e or an i car? if you have an i car grab an oem unit quick as they are no longer making them and the aftermarket versions are junk.

e car icv's are nla already and none of the aftermarket versions work.

I have an i but I have an 87 which has the L version of the ICV which unfortunately the OEM is NLA. The T version of the ICV is available but not the T.

I am thinking about buying another used OEM Bosch as that seems to be my only avenue as I heard from you and others the aftermarket ones are garbage

Also, if the current ICV was broken wouldn't my RPM be at 2k all the time? As Bentley says if you unplug the ICV the RPM should raise to 2k, if it is broken wouldn't it be like it was unplugged and follow the Bentley manual that it would raise to 2k?

The ICV can be stuck in a position where the car will run just fine in most conditions.

It can also work in part of the range but not all of it.

If you really wanted to test, you could block the line and see if the condition persists.
