    oil return tube

when i was putting the head back on i didn't put the o-ring back in the bottom of the spring loaded tube, would that cause a bad enough vacuum leak to idle really shitty?

Yep that would be an intake leak and will contribute to a rough idle as well as be an oil leak.
The car makes it possible, but the driver makes it happen.

It wont be a vacuum leak but can allow non metered air (air to the intake that has not gone thru the AFM) which would effect the idle.

you're going to leak a lot of oil without that o-ring
