Don't replace the FPR until you have checked the rail fuel pressure. Since you say the car runs fine and the only problem is hard starts, after running the diagnostics on the fuel system have a shop run a smoke test. Then repair as indicated.

can the check valve on the fuel pump be replaced?

Well technically the fuel pump check valve and the fpr are both responsible for keeping pressure in the system.....one device on each "end" of the pressurized fuel volume.

    Just to clarify:
The duty of keeping pressure in the lines for ease of starting is done by a check valve in the fuel pump, and not by the fuel pressure regulator .
This valve may be bad, or the pump is worn out, but works for now.
    Suspects are:
    1, Air leak
2, partially clogged fuel filters due to sediment in the tank.
    3, weak fuel pump.
    4, dented fuel tank.
    5, Weak ignition .

Run the fuel system tests in the Bentley. If the FPR is bad those tests will tell.

Another possibility that no one has mentioned is intake leaks. Have a smoke test run.

Number 14 or 20 I dont know on the twin pump set up. It's the line that runs from the pump to the external hard line on the lid. It can erode or get loose on the fittings
