                          We pulled the plugs and let the fuel evaporate after the first start attempt. The fuel pressure regulator is also brand new.

                          There is definitely a fuel smell after attempting to start it, so it's getting fuel to the cylinders.

                          It almost sounds like, at least to me, like the cylinders are firing out of order. On the first attempt, there was some minor "back fires" or incomplete combustion episodes.

                            You're saying the cold start valve may be stuck open? It should still start if we pull the power the CSV right?

                              What does the flywheel position sensor control? Spark timing? Or just spark in general? (We've confirmed presence of spark on each plug.)

                                Spark timing is controlled by the cap/rotor and is non-adjustable. The flywheel sensor only controls fuel injector timing IIRC

                                It may or may not start with the CSV disconnected, depends on the ambient temp.
