i just put a new head on 89 ix and realized its leaking water on the new head gasket i just put on. so im guessing i fucked up torquing it down right. Can i get away with just new head bolts or do i have to get a new head gasket as well? never fired the car up or anything.

If this was a new, as in brand new, part I'd suspect that the gasket got damaged. But I suspect that this is a used head and that you didn't have it checked for warp or cracks before installation. Either way the head has to come back off and a new gasket and bolts used and the head needs to go to a machine shop.
That assumes that the leak is between the head and the block. This could be a leak at the thermostat housing, water pump, or heater port.The car makes it possible, but the driver makes it happen.

When installing a head a wise mechanic will only run the bolts up to initial torque (22ft-lb) and wait to angle torque the bolts until everything else has been done. That way if you discover that the head has to come back off the gasket and bolts can be re-used.The car makes it possible, but the driver makes it happen.

you can retension the belt just fine
you can't retorque the bolts though. you need new bolts and a gasket.
I just went to an AISC bolting seminar - it turns out, angle turning bolts are very forgiving. basically you can't really mess it up if you do the 22ft/lbs-90*-90*, even if you just eyeball the angle. +/- 10 degrees isn't going to make a lot of difference. it's leaking because you reused TTY bolts.
