Oil Filter Housing removal Q...simple question

The hollow bolt that bolts the housing to the block, Ive removed it from the block, but can't get it free from the housing. The bolt spins and moves a tad, but i can't get it free from the housing.

Any suggestions? Am I missing something here? It seems like it should push out, but something is holding it...

there's a couple o-rings in there. it's probably just stuck on that.
