Running on water doesn't make you cool, enjoy the buildup and rust in your cooling system. Not bleeding your cooling system is absolutely stupid, all BMWs need it. A non functioning temp gauge, yet you say you have no issues. HOW DO YOU KNOW.
Im just saying everyone ive ever known who has got sick and tired of m20 overheating issues who swapped their cars have never been happier lol.

op has stated both things: 1 he over heats when moving and 2. he over heats when sitting...

he boil tested his t stat..works fine....

has he flushed his rad? is the water pump working 100%? has he bled his system correctly?

        thats left to question...

Flushing the rad doesn't always do it. I've been through this exact same senario and I thought that since I could flow mass amounts of water through the rad with the hose, there were no clogs. I was very wrong. Path of least resistance...the water may be only going through a few runs which isn't enough to cool the engine.

          ^my first qoute!
