Stupid stupid m20. Rubbing issues, car whines like a raped baby

I have had an annoying ass sqeel from my stupid m20 forever now. Well i took my top timing belt cover off and nothing out of the ordinary there. I did some listening with my prybar and I think it may be coming from the ceramic seal behind my ignition cap. Has anyone had rubbing issues? New seal perhaps? Some lube? Help

it's plastic, and it's not supposed to rub on anything. it's really just a dust cover.

Took it out nothing changed. Would a loose tbelt make this noise? It feels normal when i try testing it. I'm about to swap tensioners.

Mine was doing the same thing and it turned out my alternator bearings shit themselves.

Swapped alternator before this. I think it might be the timing bearing, It should have been replaced when eric did the timing belt before I bought the motor.
