idle 800 to 1200 then back again

Hey all. I just picked up an 84 325 essentially for free. When it starts it idles very high, then down to 800 or so then up to 1200 then back down, etc. I've taken a look for leaks and couldn't find any, the AFM seems to be working fine, car dies immediately when I unplug it. The ICV doesn't seems to do anything when I unplug it. Any ideas?

Clean the icv and get someone to do a smoke test

Any check engine lights? A bad 02 sensor will cause this symptom. However, it will also throw the 1221 Lambda code.

I also 2nd the ICV cleaning and smoke testing.
