Try a left hand drill bit?

yea left hand drill bit would be your best bet, nothings going to make that easy though, i personaly would just find another block as you already appear to have it all torn down that would be the easiest route

When you drill a hole in the bolt for the left hand bit, make sure the hole is EXACTLY in the center of the bolt.

Your best bet is to make a guide bushing to drop into the hole and try a left hand twist drill.
The car makes it possible, but the driver makes it happen.

Please elaborate on the guide bushing technique.
Broken bolts happen are bound to happen to all of us.

The Bently says it's like 14.5ft/lbs + 70 degrees. I did mine a few months ago.

Just some info for future ref...done it tons of times on exhaust manifold bolts that snapped.

Break out a welder and weld a nut to the bolt, grab a socket or wrench and it'll come right out, weld dosnt stick to the cast.

That is rod bolt torque spec. Mains are 45 ft/lb. You should really have this info available to you if you are building a motor.
