Yup, you can spin the crank all you want with the head off.
That head is NASTY! whatever got into the coolant was not good for it.

that head is seriously dirty......
not only does coolant have to flow properly but it also has to be touching an actual surface of metal that will transfer the heat....that gunk is definitely not there to transfer heat.
