on most engines i have done. there is usually a small locating bolt at the front or back or both of the head. make sure they are undone (if applicable)

My bet is that there is corrosion inside the head bolt opening within the head. Spray some good stuff in there like PB Blaster, WD40 or someting else of your choice. The corrosion around the bolt has fused the bolt to the head and the bolt threads are still in the block. You can try applying heat as well, but I would be very carefull with choosing that option as the last thing you want to do is crack it. Besides the timing belt as mentioned by someone above, there is nothing that should be holding you.

Put a crow bar/long piece of metal between the cam gear and water pump housing, Give it a good pry this should break the gasket loose and you should be able to lift it straight up.
This won't hurt your cam gear or water pump (which you should replace anyway).

If you have an accurate way to drill the stubs of the bolts off, that might do it.
But it would take at least a drill press and some way to secure the block to it.
Did the bolts come out rusty? It sounds like things got really corroded.

i have started using a putty knife but it seems to be taking a lot of time with minimum results
