So today brought a change of the Timing belt, TBelt tensioner, thermostat, and waterpump. The belts got a little wet with antifreeze. After all was said and done, there remains a relatively loud whine that changes with RPM. The whine seems to come from the TBelt area. The Tensioner that was removed spun freely. The new Tensioner from Bav did not spin freely. It was installed and now the whine is occurring. Could I have a defecting Tensioner or something else. I have a video with the noise up shortly.

The tightness was set by the tensioner spring only. It sprung into position and that's where it was tightened. If it is too tight, does that mean that it must be loosened or will it just whine with no ill effects?
Is the tensioner pulley supposed to spin freely or should it have resistance?
The new belt didn't get wet. Come to think of it, it was kind of stupid even mentioning that. With the TBelt being cogged anyway it shouldn't matter.
What does that leave? A misaligned cover? All the covers seemed to be aligned. I guess I'll check again.

It's moderately loud. You can't hear it in the car or while you are driving but it's loud enough to hear with the hood closed at rest. I'll drive it for a few days and see what happens. If it persists after a week I'll look into more. I'm just a little nervous but for good reason: a failure here could potentially ruin an otherwise fine motor. On the other hand, I guess it does open the door for a 24v swap...

The noise could be from the tensioner and there is a way to find out. With the engine cold remove the v-belts, and run the engine for no more than a minute. If it makes noise then, it has to be the tensioner.The car makes it possible, but the driver makes it happen.

Just an update, the noise APPEARS to be decreasing slightly. Hoping it will cease all together by the end of the week. If it's whining not due to a belt breaking in, what's the prognosis as far as how long the belt will last if it is too tight/rubbing? I'm trying to gauge how long I should wait while the belt breaks in before I get really suspicious that the noise is more than a belt breaking in.
