You should not be restricting a 1/4" (4an) line to your turbo. Period. If you are, you are reducing or restricting the amount of oil to your turbo. That said, I don't believe it would raise your oil pressure even if you did, if your pressure relief valve is operating properly it should dump all excess pressure in the system. I work on turbo motors everyday, none of them have restrictors or reducers in the oil feed line. Why would you reduce or limit the amount of oil you have entering the turbo?
Its a commonly brought up "fix" to a smoking hx35/h1c, although a -10 or larger drain should be the proper thing to do first. I do not have a reducer on the -4 feed of my hx35/40.
A restrictor should drop flow/pressure after, but it isn't going to raise the pressure before it any more than if you werent running that feed line in the first place.
I'd put money on a faulty gauge/wiring/sender, or relief valve.

Ok, I will double check the wiring and gauge components first. I think what I was getting confused is the pressure vs. volume of oil. I am probably just going to drill the reducer so I do not have to worry with getting a fitting that fits perfectly online.
I used whatever restrictor ATP sells (.035 maybe?) on my GT30 on a -3AN line with no ill effects. It had about 25psi at a hot idle. Ball bearing turbos often need to be restricted, journal bearings often do not.
I am condemning the gauge. The car sat for days, with power the gauge goes straight to 100psi, with the 12v off it goes to zero.. I also had a weird fluctuation around 20 ish.. so I got to diag that now.
Funny.. turned out the wire from the sending unit was touching the header ever so slightly, melted the insulation and the wire was shorted on the header.
Moved the wire a bit, and she reads nice, around 50psi.
