timing belt & water pump woes

So I tried to do the timing belt & water pump today and things didn't go so well

My car has been hacked so much

The first issue is the lower bolt for the tensioner is gone and somebody put a stud with 4 nuts on it and now when I start it the belt is rubbing on the cover.

    my questions are

Does the upper covers u shaped piece at the bottom go on the inside or outside of the lower cover where its mounted by the alternator bracket?

The dust shield for the cap & rotor just kind of sits in there is that correct?

My upper cover only has one bolt holding it on and the engine lifting brackets are gone from what I understand those need to be there for the other bolts to work?

Put on a new water pump and its leaking I cleaned the surface with a razor blade put didn't use any sealant just the gasket What type of sealant should I use?

you need to find the correct hardware and do the job right, it is too critical to do hack job. I don't use a gasket on the water pump, just ultra gray silicone and bolt the pump directly on the block , but some people don't know how to use silicone. Timing belt is rubbing against the shield because tensioner/roller is damaged or worn.

I am going to be ordering #17 in that diagram

            the tensioner is brand new

the problem is the stud thats in there is a lot shorter then the proper one so to tighten down the bolt it is pushing the cover into the tensioner and causing a noise

You need new parts to replace the wrong stud and missing lifting bracket.
The car makes it possible, but the driver makes it happen.
