ICV Electrical???

So I took my car to the shop to get a vacuum test to pass smog, when they go to plug everything back together, the car wasn't idling right. They shop tells me that they tested the connection to the idle control valve and all three wires are giving voltage? How is that possible, anyone have any knowledge on what the problem could be?

yes all 3 give voltage.

1 gives 12v power to the ICV itself. the other two give a PWM signal to each side of the winding.

sounds like the created a vac leak or didn't connect something properly.
