Weird buzzing from engine bay after car won't start?

My car won't start, and several times now after failing to start, right after I turn the key back from the start position, I get this weird loud buzz that happens 2-3 times. Each buzz probably lasts a half second or so. Any idea what it could be?

When you say fails to start, is it turning over and just not firing? If it's not turning over at all, it sounds like a bad starter.

Buzzing could be the idle control valve. How loud are we talking here?

Check cold start injector and ICV.
