M20 TURBO idle problem Low

Good day

I have a E30 M20 turbo

I have installed the
turbo kit Gt35 and
miller performace Turbo tune
Custom cam shaft
New thick gasket
Refresh The cylinder head
New Vlve spring

All is done

But having main problem

Car wont Idle

And when I start the Engine I should keep the throtel cracked to keep it Runing

I have checked

ICV .....ok
O2 SENSOR ......ok
VACUUM LEAK...... some litel
Spark plugs ...... ok


When I Rev the Engine I have A white Smoke

But the Engine Won't idel

how have you determined that the ICV is "ok" ? and what are you suing for engine management?
