    valve stem seals are from german auto parts in there seal kit

    what where is the crankcase vent and plugs? is that what the metal tube under the intake is call?

      Off throttle usually means either the valve seals or a ventilation problem.

      Since the valve seals are new, it points towards a crank case ventilation problem. Clean out all that gunk, make sure the vacuum lines are clear, not pinched and not leaking, replace the spark plugs (or get them cleaned) and then try it again.

      It's either that, or your piston ring gaps are lined up perfectly on all cylinders.
