Surging idle when in optimal temp

Car idles fine, but very high when cold
    around 1100rpms
when car is hot/optimal temp the idle is the same but keep on jumping to 1300 and down to the regular idle (1100)

no vacuum leak, sprayed the entire engine bay with start gas, everything is brand new, o2 sensor, coil packs, plugs, afm, gaskets, dme, fuel filter, icv cleaned

What can be the cause for both the high idle and the «surging» idle?
can it be: injectors, fuel pressure regulator, icv?

does sound like a vacuum leak. do a smoke test. you won't find a leak spraying carb cleaner or starting fluid around the engine bay but you could start a fire.

yes it could be any of those or it could be a combination.

The surge + high idle definitely sounds like vacuum. Keep looking!

If the TPS has an intermittent signal it will do that. The ICV will go wide open without an idle signal from the TPS
